After a dispute a male threatened to arm himself and harm a neighbor. Upon police arrival the subject fled into his residence and threatened police refusing to come out. SWAT was called and established a perimeter around the residence. A SWAT negotiator convinced the subject to surrender and he was arrested without incident.
