Victim stopped in the roadway to check his vehicle after crossing over some railroad tracks. A B/M 19-20 yrs old was walking nearby carrying red heart ballons, and began shooting a handgun at the victim. Victim was struck in the leg, and was transported by MEDIC to CMC.
