Height: 6'01" Weight: 185

From July 15, 2004 until the end of 2006 was arrested 56 times for charges ranging from trespassing, B&E, Larceny, begging, soliciting from the street for money, resisting a public officer, disorderly conduct, communicating threats, LOITERING to ADW (cutting someone). I guess he has to kill someone before our justice system will get him off the street for good. Anyone know of a way to see the results of his court appearances?

William Owens has a long history of criminal behavior... Here is some information I pulled from the NC Dept of Corrections website. Keep in mind, The Dept of Corrections site only shows convictions and not all his arrests.

According to Dept. of NC corrections records, Owens was first convicted in North Carolina in 1987 for damage to property. He served 60 days in jail.

In 1991, he committed the crime of Larceny (over $200) He was sentenced in 1993 and served one year in jail.

In 1996, Owens was arrested and convicted for possession of drugs. He served 10 months in jail.

In 1999-2000, he was arrested and convicted of communicating threats. He received probation.

In 2000, he was arrested for breaking and entering into motor vehicles. In 2001, he was convicted and served 3 months in jail.

In 2002, Owens was charged with larceny from person. He was sentenced in 2003 and served 1 year 3 months in jail.

The only charge Owens was convicted of in the past 3 years is for drug paraphernalia possession that occurred on 11/29/06. He was sentenced to 18 months of probation. All the other charges in the past three years are 'in limbo' (waiting for a court date) or they were dismissed. Next time I speak with DA Gilchrist, I will make sure to ask him about this creep!!

This is crazy! A habitual criminal costing taxpayers thousands of dollars over the last 15 years and these are just the things he got caught doing. This does not look like a person that can be rehabilitated through the system. Better to lock him up as a repeat offender, the long term cost to keep him incarcerated will probably be worth it. When you think about the cost of arrest, tying up the court system and he just rolls back out onto the street. Just hope he is convicted of something soon and put away before he becomes more violent and possibly kills someone. This is a scary justice system to allow this kind of criminal to continue to roam the streets of Charlotte. I'm going to search the arrest records to see how many more multiple offenders there are out there....scary stuff.

With DAs in short supply they have to cherry pick the cases and then the system lets them off with time served or they get out early. It’s easy to see why he can get in and out so much. Plus he seems to have a drug and drinking problem. He should be placed in a mandatory (long term) treatment program. Odds are most of his crimes center around the need to feed his addictions

And that's just within 3 years! He's probably got over 100 arrests. I've dealt with numerous criminals who have over 100 arrests. Most of them are homeless. Misdemeanors don't dish out much time to criminals. I work in law enforcement so I know how ridiculous the situation is. Write your government officials, state and local.

Yes, PLEASE contact your elected officials. We need more money and resources in Charlotte-Mecklenburg for our court system so these criminals can be prosecuted to the fullest extent of the law!!!

have you all ever thought that maybe all of them are not lazy and not all are criminals?
maybe they want to trade in the jail and prison cell for a good shot at life like making a change.
do they have to be punished more because they want a change in life ? do they have to be ran out of town because certain society feel like they had a chance, how would life be if you never try, try, try, until you suceed in life. i am one of those people i look for work every day but because of my arrest record no one is willing to give me a chance but i know the person i am and have my mind and heart made up ,all i need is a chance , a lot of people out here want jobs, but they know that no one is going to hire you because of your arrest record and they feel like there is no way out and they have to survive out here ,do what is known to do and all that is left to do. all i can say is have you ever really talked and listen to a man when he really want a job to support his family, the streets do get old even to a criminal

I have done a lot of work with a center here in Charlotte that helps men and women get back on their feet. So, don't tell everyone that these people can't succeed in life because they have been to jail. I have seen plenty of men, threw this program get help. No offense to anyone. But, there is help out there to get your life back on track, you just have to be willing to go threw it.

I have a very close friend, He is a convicted and done his time felon. He is now one the highest paid mechinists on the east coast. he operates a lathe that is the largest in the country. He provides for his wife and his children(My goddaughters ) He makes VERY good money. why? he didnt give up he found something he was good at and worked his way up. Good luck finding a job and keep your head up. opportunity will be there. If you have reformed, maybee more who commit crime can learn from you. its a tough road. keep your chin up and dont give up

This Cookerly guy is another one of these losers standing on the side of the street with a "homeless please help" sign. It amazes me how many people hand over money to these people. Your money is going straight to the ABC store or for drugs. If you feel inclined to help someone, donate to the Mens Shelter or another worthy legitimate cause.

I can't stress how IMPORTANT it is NOT to give money to the homeless. I lived in 4th Ward for years, and can tell you that I witnessed innumerable times what happens when you give money ... first of all it's like leaving food outside to a stray cat -- man they just keep coming back! I had some neighbors who gave a five spot to a homeless guy one day... within two weeks, there were a half dozen vagrants hanging outside our place every morning! It was sick. many, many of these homeless HAVE been arrested 50+ times -- and most need to be in long-term, treatment facilities for their addictions.
