All this growth in Charlotte seems to be fueling an increase in violent crime. The name "Giuliani" seems to stir up some strong emotion among people in Charlotte. But, I've got to think a change is strategy is in order for this police department. Too many innocent people are being victimized. This PD seems to have an extremely reactive mind-set. This has GOT to change.

Guiliani cut down on what was termed "quality of life" crimes which seemed to get dangerous guys off the streets. For example, a guy jumping a turnstile likely had a warrant out for him on something else. Catching him then worked down the line. That approach won't, IMO, work here. We know the problem is judges that let them out as well as poor prosecutions. The criminals are animals and act accordingly. If night sticks were sent into knees or heads, they'd react differently. Now, they realize the prosecution is always ready to deal. Charlotte needs a gun court where that crime is tried, not plea bargained, within a week or two and the other charges can await their trial. It has plainly helped a number of cities. HK
