Interesting Arrest- Inhaling Fumes

We have a guy named Michael Edward Thompson living in Charlotte- who has been arrested 4 times in the past year for 'inhaling toxic vapors.' 2 of the 4 arrests were in the last week. I have asked a few 'sources' to try and get more info on this guy and where he is getting busted. Very strange.
