A policy of zero tolerance.
By clamping down on small crimes - such as drinking in public - before they escalate, the streets become safer and gentrification can set in. The zero-tolerance strategy relies on heavy manpower for law-enforcement... Rather than writing city officials to increase salaries for our men and women in law enforcement - we should be writing them to increase the number of police officers on duty.
In addition:
Our leaders should take people off the welfare roles.
The banks should stop giving loans to people who have bad credit.
On a personal note: It seems like the Crime in Charlotte IS racially and ethnically driven. Without coming across as 'racist' here, I think we should take a hard look at the African-American culture. We (as a community) should stop teens from committing crimes cold in their tracks. BET has listed Charlotte as the "Best City for Black Families". You can read more about that here: www.city-data.com/forum/charlotte/47145-bet-com-ranks-charlotte-best-city.html.
Rather than all of being in denial that Charlotte is being overrun by 'gangsters' and 'thugs' - we should accept the facts and take action immediately. Without a shock and awe 'Zero Tolerance Policy" Charlotte will most definitely turn into "Gotham City." (And I'm moving the hell away.)
On a final note, I think the subprime lending market crashing here in the USA hurts a lot of people, and I am very sad to see the droves of people who will lose their jobs over it. However, in my view, this is the BEST THING that could happen to communities around the country. The inability to purchase a home will force people with horrific credit to either change how they live their lives or will force them to move back in with family.
Once again, I am very sad to see people lose their jobs, I'm sad to see the economy on the brink of death, but I'm NOT sad to see the mortgage industry finally be able to reclaim honesty, integrity, and safe lending practices. You can read more about the mortgage industry cash here: ml-implode.com
