My neighbor is just out of control, i think he is stealing bicycles my son took pictures of this and put words on it so sorry if the n word offends anyone, being a young african american mother im trying to raise my son right and it affects him to see people get away with blatant criminal acts such as this please any advice (ive already told the cops and they say they cant do anything because he could be a collector) I SAY YEAH RIGHT LOOK AT THIS HES A THUG, PLEASE HELP

There is something you can definitely do about this. The city has a Code Enforcement Unit under their Neighborhood Development Department that deals directly with issues like this. Check the blue pages in the phone book under City-County Government and call them (Neighborhood Development) and register a complaint. They might want you to call 311 and enter the complaint under that system and that is fine. However, you should go one step further and once the complaint is entered, find out who the Code Enforcement Inspector is and talk with them directly. The key to dealing with the city-county government is follow-up, follow-up, follow-up.
