SIGNS OF A DECLINING APARTMENT COMPLEX
Well the first thing is shopping carts. Lots of shopping carts. A few carts one or two maybe its OK. When you start to see one around every corner, you know you are in a place in decline. Why you ask? Because people who don't care about anything will steal a shopping cart to take their stuff home. Where (as) a person who lived that close by would buy their own cart to get their stuff home. Now some people will take carts because they have no car and a lot of stuff. These few would take the cart back when it's time to go back. It's still larceny to take the cart.
When I see shopping carts all over the apartment complex it's time to look for other signs like the same working age men hanging around the complex between 8AM and 5PM each day.
Lots of trash thrown out behind the apartments. Newly erected fences in areas that were open before for foot traffic. Beer bottles and other trash that appear over night (every night). AND the one big give away, lots and lots of trips to the complex by first responders (Police Fire Medic).
NO matter how nice the place looks grass mowed, flowers, trash picked up each day when you start to see the numbers of shopping carts increase it's time to start looking for a new place.

I always had a rule, If Police Fire and Medic are frequent visitors to a neighborhood, its not a place to live. and when they start, try to move.
